It took me several days and lots of testing to track this down. It is hitting some of our terminal servers but not others. Per the comments, it depends on which printers and printer drivers are installed. I had to roll back our terminal server to the pre-update state and then block the Windows update.
Their updates have been subpar lately. We’ve had to remove quite a bit of the updates from our clients.
