SQL Sentry recently was acquired by SolarWinds. It has solved many of my MRP Deadlocks. Highly recommended.
Once you upgrade your SQL Server, make sure you also update your SQL Compatibility on the database. Thats I think what @aidacra was pointing out.

That was already set for 150 (2019)
In order to use Kinetic you must go to 2019+ your installer I think will even go to crap so what else besides Compatibility Level could have been outdated? Maybe I missed it 
I wouldnt say a Service-Pack is greatly outdated

@jgiese.wci - what setting did you change the Read Committed Snapshot to?
A lot of these settings we set back in the day and haven’t touched through upgrades unless in a white paper. Good reminder that they aren’t necessarily set and forget!
