If your concern with the short duration of the splash screen is that users may login twice, or possibly leave a login window (and therefore a license) hiding behind another window, then there are two things you can do in 5.1 to prevent that. These are from the "What's New in 5.10" in the Help File.
1.
Allow Multiple Sessions: This setting defaults to Yes, and allows a user account to start multiple concurrent sessions. Checked only during session startup, not during change user ID. Note that security managers can always launch multiple sessions regardless of this flag. This setting is useful in preventing users from launching multiple sessions, and using Vantage and Progress seats.
2.
Session login timeout minutes: This setting defaults to 2 minutes, and pertains to the System Login window. If the window is active for the specified number of minutes without activity, the session is terminated. The .vtg parameter for this is VantageLoginTimeout. A setting of zero means no timeout.

Did you ever get any additional information on how to keep the 5.1
splash screen displayed for a longer duration? We'er going to 5.1
from 4.0 this weekend and in testing I've noticed that the login
times have increased yet the splash screen display time has
decreased! What's up with that?!
