8.803 database start up

When setting up a blank databse in Vantage 8.03 you need to log into
the database admin tools using a blank username and password, once you
login it will set the manager password. Also make sure your .pf
and .config files referenced in your vantage shortcut file path, have
the correct database and port settings.
