Thanks for the suggestions, I ended up scrolling through the windows folder and removed all the files from the $ms hidden folder with all the OS Updates uninstall information, then the SoftwareDistribution folder which holds windows update files, and then another folder as well. This ended up to get me a little over 2GB of space on the drive so I could do the install. It left me with about 400MB free during the installation.
To answer the other idea..
I hadn't thought about changing the temp file locations, I will definitely keep that in mind for future possible solutions, and it's an exe not an msi to install Epicor, OpenEdge installed fine, But the main app not so well. It actually checks the drive before the install actually starts, which is where the error comes up.
The page file of the server was already on the secondary drives, except for 12mb that was allocated to the C, which allows for startup and crash errors to be recorded. Without a page file on the C drive you won't get any crash reports usually.
And there were no funky directories anywhere in temp files, but this time when it was installing, it needed somewhere about 2.8 GB for the temp files.
