Is there a way in Epicor to give a user the access that the user can only run shared BAQs but he/she is not able to create/design BAQs. Thanks.
Dashboards do exactly that.
As well as other places where BAQ’s are “embedded”. Like a BAQ search. Only designated people can make the BAQ but everyone (as long as it is shared) can use it.

I was wrong, in that there is no User setting to prevent them from making a BAQ. The only BAQ related user setting is “Advanced BAQ”, which allows them to make an Updatable BAQ.
To prevent users from making BAQ’s, use menu and/or process security.
To allow users to run/view BAQ’s created by others, just do as Mark said and make a dashboard. Note that the BAQ used by that dashboard must be shared, otherwise only the BAQ creator would be able to use the dashboard.
What I meant by embedded uses of BAQ’s, was when a BAQ is used to pull data used by another form. The most obvious use of these is the Dashboard and BAQ Report. But others exist, like BAQ’s used by BAQ Searches, on customizations (dashboards or BAQ Combo’s in forms), Configurators, etc…
