Add actual shipping cost to Customer Shipment Entry

We would like to add the actual shipment cost to the pack list header. I have added a new field to the Customer Shipment Entry screen.
We usually do not get the actual shipment cost until after the Pack List is Invoiced. The new field is grayed out when the Pack List is shipped and completely uneditable when the Pack List is Invoiced. The Tracking Number remains editable regardless of the Pack List status. Does anyone know of a way to keep the newly added field (Actual Shipment Cost)editable, regardless of Pack List status? Just like the Tracking Number field.
