A good general rule is never to set security settings at the user level.
Always do it by groups. That way it's a simple matter to put someone in a
group and they will inherit all of the security settings. Same thing if
someone is promoted. Just move them from one group to another.
Groups can overlap. A user can be a member of several groups. Flexibility.
Even if you have a group with only one member, it's still the best way to
go.
