Adjust WIP In 408B

We had so many problems on 408B with different applications that we went up to 4.09A. Now we're debugging their latest patch, but it seems to have fixed a lot of problems from 408B.

Since upgrading from 405 to 408B we've taken a major step backwards in
our ability to use the Adjust WIP program.

Previously we could use Job Adjustment and WIP Adjustment to manually
adjust job quantities and WIP locations to match reality (typically when
an operator mis-reported a quantity, etc.) and we could do this at any
arbitrary job operation.

Now WIP Adjustment is much more restrictive about which operations are
permitted to be adjusted. The workaround which we've identified is
quite laborious (not sure I can describe it since this is outside of my
detailed understanding of Vantage).

Just curious if anyone else has been burned in general by this.

The answer we've gotten so far is 'works as designed' although we're
making some progress at least identifying that there has been a change
and trying to understand the purpose behind the change.
