Advanced Planning & Scheduling (APS) not consistant throughout the s

Two things I am looking for:
1. Anyone who has it setup like we do
2. Confirm we have a bug on our hands

Here is how we have it setup:
The Capability drives the pool of resources that can do the work.
Operations and Op Standards are not established on Resources or
Resource Groups.
Operations and Op Standards are assigned to the Capability.

Here is how it works:
So when the scheduling engine runs, it runs through the pool of
Resources (starting with the highest priority) till it finds one that
has capacity to get the operation/job done (on time). We have the
priorities setup as such from the most capable and least cost to the
least capable and highest cost.

The highest priority resource identified in the pool is the one we
want it to pull PLANNED ProdLabCost and ProdBurCost.

So when I drag/drop Capabilities onto a job in JOB ENTRY, the bugger
is the PLANNED labor/burden cost does not pull into each operation.
However, if I use Quote Entry or the EWB, then I get planned cost.

Epicor swears we are not using the system incorrecly, we just use it
differently than all other customers with APS. So I go back to
Epicor and get them to understand the fact that it works in two of
the three areas you can build a MOM/BOM. They understand it but are
not going to do anything about it. On the contrary, they feel the
software should always pull PLANNED labor/burden cost from the
Primary Resource Group assigned to the Capability. Why would I want
an average/swag cost pulling from the RG and not the actual cost
pulling from the highest priority resource assigned to the Capability?
