Are memos created in PO Entry editable in PO Tracker?

In PO Entry I added a memo (the yellow sticky under Actions) of notes that will need to be viewed by inspector during inspection. Rather not put it in Comments as these notes don’t need to be seen by suppliers. In PO Tracker I was able to delete what was in the memo. I’m not sure if it’s just because I have more rights right at this moment as we are implementing E10, but I thought NOTHING could be edited when viewing in a Tracker?

Memo’s are different, they take you to a different BO and the user can add/delete as required…

Do you know if there is something in Epicor to turn this off?
Or the only option would be some sort of customization to make them un-editable?
