Does anyone know what the BAQ version number is referring? Is this tied to the version of Epicor you are on or unrelated? What is iit’s purpose?

It is the version of the Ice ToolSet in which the BAQ was written / imported. I believe.

You are right. It is the version of the ICE FW used when BAQ is created.
It allows blocking attempts to import a BAQ package into the ERP versions older than a BAQ query expects.
Also, it allows determining the source version of the BAQ.
Unfortunately, the single field is not enough to reach both goals properly
