Batch updating 'Issued Complete' field for Materials in Closed J

Its a nice tool from epicor that I use a lot for mass updates to tables.
Obviously epicor will not give anything for free and this is no exception. On top of that the DMT is licensed by the year so you pay every year for it again if you need it.

But I saved lots of hours of work by using this tool.

So the DMT (Data Management Tool) is completely new to me. :) Is there documentation somewhere on how it works? And is this another nickel-and-dime licensed thing from Epicor?

(I'm hearing that this might be fixed in a later 409 release, and if so, I'd love to know which one)

Jobs that are completed with materials that didn't have the 'Issued Complete' flag checked are still putting demand on the system as viewed in Time Phase. This probably shouldn't be the case, but apparently it is.

Currently, the workaround is to re-open the job, mark 'Issued Complete' for all the affected materials, and then re-close the job with the same date. However, we've got ~3,800 jobs with this issue.

Any idea as to how to approach a bulk solution for this? Even doing it in groups of 100 would be better than nothing. We've got Service Connect, but I'm not sure if that's the proper hammer for something like this (I've never used it myself).
