Yes, we had the same problem. We had to write our own Document Managment program as a work around.
Custom programming would be the only option we came up with.

We are on 5.2 version. We've found that when we change the rev level on a
subassy all of our attached documents are 'blown away'. We must
reassociate all attached docs for each subassy...even those that haven't
changed. Has anyone else encountered this? Are there any workarounds?
