Write a BAQ & export it (or a SQL query).
If you don't want access to those tools to be that widespread, use the BAQ as the basis of a dashboard (where you can then add some input filters) & they can copy the returned results (sans column headers) from the list/grid into excel (perhaps a template file w/ headers already in place).
A good (widespread use) technique is to write an HTML app that does the SQL query based on user criteria & displays results in a table.
Done right, that can become a data source directly into excel (for many needs).
