BPM for End Activity on MES

Enable a Trace in MES (Right Click ) and look at the method it calls
I think its Report Labor or something like that but I can't remeber exactly

I am wanting to display an information message to anyone who chooses End activity on a job operation that is not complete.
I know we have the warnings in shop alerts that a previous operation is not complete, but want this as an additional reminder.

We have the occasion where some op's will not be completed before the others begin, but we also have problems with people not completing operations when they should.

I do not want the BPM to stop them from proceeding, just prompt them as a reminder.

Would this be a pre-processing BPM? Using what BO?
