External Crystal Reports absolutely can cause this problem. Any process that utilizes ODBC (Crystal, Excel, Access, etc) will spawn an SQL broker process. Each of those SQL brokers is configured for a finite number of client connections in the ODBC configuration section of PET or Open Edge Explorer. Additionally, the ODBC broker configuration contains a setting for the maximum number of server processes that can be spawned. Multiplying the maximum number of client connections per server by the maximum number of servers will give you the total number of possible connections.
Technically, all ODBC processes are external to Progress/OE since the application typically connects to the DB through the 4GL broker and port. It is fairly common for those external ODBC processes to leave a connection open and occupy a connection well after the process has ended so, sometimes, it is necessary to purge the brokers and let Progress spawn new ones. You can end the broker process, as you have, through task manager and/or the command line or you can use Promon. Additionally, Promon can be used to display how many connections each broker has open so that you can identify the brokers that need to be cycled.

Depending upon the simultaneous number of ODBC users, you may be running out of available broker processes to handle the request. You can check the number of available servers on the DB’s ODBC configuration and you can compare that to the current activity from the Promon-R&D-status-servers display.

I ended up blowing away 4 out of the 8 sqlservr.exe processes on the server and that seemed to fix it. Are those processes not supposed to free their memory and processes when they aren’t being used.
