Cannot access any "tracker" tool Vantage 8.03

We've come across this a few times. Not sure what causes it but what we do is go into the users profile, remove them from their assigned groups, save the profile, then add them back to their groups, save and have them restart Vantage.
BTW this worked for us in Vantage 8 and we still see it in 9
