I have been using the client time out for close to a year and in general
it works well. I have 22 shop floor computers and there are three that
it insists on timing out. It also has picked out three office workers
who don't know to open Data Collection and they never get timed out.

What version? On 6.10 w/Progress 9.1D we have never had DC time out. In
fact that is the "secret" certain people use to defeat it....keeping
Office DC open but minimized. The updating of the time generates
activity that keeps it alive.
