Code Page Error on Cost Rollup

One of my users has encountered a new (to me, at least) error when
attempting to do a cost rollup:



Error Condition: Code Page Error. Cannot convert from UTF-8 to
ISO8859-1 (8032) (7211)



Anyone run into this and know how to solve it?
