Comments disabled in Job Entry window

Hi,
We are trying to enter Comments in Job Entry window under Job Details → Assemblies → It is disabled (grayed out). Kindly guide on how to enable it.

The job needs to be unengineered to make any changes (including comments).

There is also a setting in company config to allow editing engineered jobs
