Yes. Every operation needs a resource. But that resource doesn't have
to be anything real, can even be the same for all subcontract
operations.

In version 6.1 we have every machine setup as a work center and don't
use machines, I have created a machine under each work center for our
conversion.

Question: I have done this for production Equipment will it also have to
be done for Work Centers used for Subcontracted Operations?

We simply use one generic operation for subcontract work tied to a resource group with one resource (unlimited capacity). Most of the functionality is really dictated by a combination of the vendor calendar and the established 'days out' field for that given routing on the subcontract operation.
