CRC for LicCnfg does not match CRC in as/startup.p. Try recompil

I am trying to convert a recent backup of 8.03.405a to 9.04
I had 9.04 running yesterday with a 18 month old db.
I converted the 405a db to 409c and generated the uomdb
I fired up the 904 database in PE and started the Epicor904 appserver
The appserver log gives me the error in the subject line

Has anybody seen that error before and know what I need to do to get this going?
