It's possible...when you create your parameter field, it is either
dynamic or static....I always forget which but I am leaning against
static.

values but not select from a list using dynamic values. I know I can
have them select each one from the scroll list, but that does not seem
feasable when there might be 20k+ values and they will have to grab

If you look at your parameter, where you set one up, at the bottom there
is a Value options. In here there is an allow multiple values option,
set it to true.
