This is a known issue to Epicor - sorry if I wasted anyones time,
"This has been reported as a bug. Development has issued an SCR (SCR #
61543). According to the SCR the fix was included in the 505 service
pack. If you have many custom Crystal Reports that you would like to add
to the menu, it is recommended to that you upgrade to the 505 service
pack and then apply the 505B patch to resolve this issue."

Hi all,
We have found an odd behavior when running a linked report (Crystal)
added to a menu.
Creating a report from development, we copy it to
\\(server)\epicor904\server\reports\CustomReports.
We can run the report exactly once, then the report is deleted upon
exiting the Crystal Viewer.
Setting the *.rpt to read-only proves the I/O command was issued by the
Epicor Crystal viewer to delete:
Error Detail
============
Access to the path
'\\Epicorsrv\epicor904\server\reports\CustomReports\FOBDumpNonBAQ.rpt'
is denied.
Stack Trace
===========
at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath)
at System.IO.File.Delete(String path)
at
Epicor.Mfg.Lib.Report.EpiCrystalViewer.OnFormClosed(FormClosedEventArgs
