Jeff,
I believe you can correct this with a "distinct count" instead of a
"count".
Give it a shot, it has worked for me in the past.

I have two columns in my Crystal Report. I inserted a Summary for each.
The first column has data populated on each line and my summary is a
'Count'. Works fine. The second column only has data when it meets
certain criteria. My 'Count' of this column still counts every line.
This summary should be less so I can then divide the two to get my
percentage. Is there a way to stop it from counting the empty lines?
Not sure if that made any sense, but it is well past beer'30.
