Data Collection Employee :: Service Tech may not be entered

I have an Employee entered into E10. This is the first time I am using Service Technician. When i check the box it gives me this error. And does not provide any more details:

We have Service Management. What else are we missing to have this?

And the module has been enabled?

In Business Logic Error form… are there any details displayed after you click on the “Detail” button ?

Yes its been enabled for a few years now. We are just now starting to use data collection for service.
