DataCollection.vtg using full license

Our 4.0 install has been running for two years without a problem.
The help/about lists 25 + 10 data collection users.

Our 4.0 server has developed an unusual problem. The data collection
sessions appear to be using a full vantage license. We max out with
the combination of data collection and full license users equaling
the full license total. We have 25 full, 10 data collection. We max
at 25 combined.

I checked the datacollection.vtg they are starting from, and it does
contain the line:

VantageDataCollectionUser=YES

I am sure the data collection users are starting the data
collection.vtg. I have stopped the datbase and restarted the server.

This just started within the last couple of weeks. We have installed
5.2 in a test environment, but I don't believe there's a
relationship. Even with no users in 5.2, we still have the problem.
Any help would be appreciated.
