Default Labor Detail Status

We have a government proposal that requires the employee & their supervisor to approve labor detail records and log those approvals. It looks like there is approval functionality in the Time & Expense license; however, this is a one time need and not sure if it justifies buying that module. Wondering if anyone else has done this before.

I thought that if each labor detail record were to have a default status of Entered when the employee signs out of the operation, then the supervisor could review the record and submit it as the approval. And if I turn on the Change Log for these fields I’ll have records for each.

Anyone else done anything similar or have other ideas.
