Default Toolbar layout in Classic screens

We have finally completed our upgrade of 10.2.700 to Kinetic 2024.1, but it was painful

Anyways, we do have things set to use the Classic screens until we have time to update our customizations. The toolbar layout has been changed in most of the uncustomized screens so that the File (etc) part got moved to the end of what was the 2nd row. Is there an easy way to set it so it remains on the 1st row above the 2nd?

You can drag the various groups around with the circled dividers. Not sure if there is a way to set that system wide though. But its easy to adjust, as long as it sticks as a personalization.
