At the order line level there is a place to add a Do Not Ship Before/After date but is there one at the release level? Curious if it’s hidden (i’ve checked personalization and it’s not there) or if something had it created.

These do not exist (out of the box) on the release level. You’d have to customize to add them (and BPMs for whatever logic you want those added date fields to control) if they’re needed.
