Don't want to link SO on hold to a Purchase Order

Good to see you are developing a work around.

We were certain we saw this working properly in earlier versions of 9.05.60x, but by the time we got to 607 it was allowing po suggestions for sales orders on hold. We put in a call and this AND that when the sales order line was voided, purchasing didn't see a change to cancel the PO. We ended up handling everything manual as a work around. I would have expected to see a couple SCRs on this but couldn't find them in a search just now.

While creating PO, we want to assure that it should not be linked or updated against any SO on hold.
What could be the best way to achieve this, I traced PO."ChangeDetailOrderNum" is fired when tried to link/Add SO to PO. How and where should I do validation,so that the error message is displayed stating "Invalid SO", and PO should not be saved against it.
Please help.
