Duplicate User account, one has credit greyed out

This one is really strange. I have two users, completely identical in every way that I can see, however One user has CREDIT LIMIT and CREDIT HOLD greyed out in ‘FM/AR/Setup/Customer/Billing Tab / Credit Tab’.

The user with the problem has no personalization’s on this, and I even checked the Ice.XXXDef table to see if there was something there and there wasn’t. I am stumped. Any Suggestions?
