From an APICS point of view, if it doesn't have the same form, fit,
AND function, then one should issue a new part number. A revision
works if one makes the part better but it still is interchangeable.
Once it's not interchangeable, then it's probably time to issue a new
part number - and as you do today, you can always just put the rev in
the part number if needed.
Fortunately, E9 has a part substitution feature where you can indicate
another part if you're out of stock.
