What permission allows access to the capture button at the top within ECM?
You’re looking at Admin permissions. Those are for system level functions. Content level permissions are derived from the Security Classes. I think you are looking for “Content Generation”, but it could also be “Modify Content”.

This will definitely be a part of it, but it may also be that the user does not have the tab enabled within their user preferences as you can choose which tabs to have visible.

We are testing this and when i remove site admin, and remove all the check boxes, the user no longer has the Capture button.
Would the Site Admin override security classes?
Override is too simple I’d say. It was explained to me that the Admin permissions and the Security Class permissions “mesh”.
While the Admin permissions are system-level things that control if you can/cannot change the way the system works (Content, Fields, Workflows, etc.) - the Security class permissions can be different at the folder and/or document level.
For example - You could have all the Admin permission, but still not be able to view a folder or document - or something like that.
