Does anyone know what version, if any, of Microsoft's Web Services Enhancements Epicor 9 uses? I'm finding WSE was abandoned by MS back in 2005 and so isn't supported in Visual Studio 2008/2010 :(

It uses WSE 3.0. You still able to use WSE in Visual Studio 2008/2010 - see MSDN, for example, http://msdn.microsoft.com/en-us/library/ms819938.aspx describes how to create a WSE service client that uses username token authorization.
