We had this same issue when we tested converting from 8.03 to 9.00.
This is why we are still running 8.03.

Subject: [Vantage] Epicor 9 UOM Class
Anyone know why UOM Class can't be changed after a part has been
duplicated in Epicor 9? I have found that if I duplicate a part the UOM
Class can not be changed, at least the way our environment is set.
However, creating a part from scratch allows changing of the UOM Class.
Anyone have any insight to this?
