Error message after running 803.403D patch update. (FIXED)

Epicor's technical support helped me with this one, but ultimately it
was me realizing that the codepage was incorrect for the Admin tools.

After running the update from 803.305 to 803.403, somehow the
International codepage in the default database properties changes from
UTF-8 to ISO8890, and this also changed in the .pf file.

Epicor had me run an
proutil idxfix mfgsys -C cpinternal iso8890 and
proutil idxbuild mfgsys -C cpinternal iso8890

Anyways, after changed the codepage in the .pf file and default
database properties, the conversion took only 30 minutes to complete
the update from 803.403 to 803.403D.

I just installed the patch to Vista 8.03.403D and started went to
login to the Admin Tools. After running the mandatory database
conversion, I'm getting an error message:

SYSTEM ERROR: Index SortOrgText in original text for recid 8781469
could not be deleted. (1422)

Our database will start and all the app servers are running, but none
of the clients can connect.

Please help.
