I’m sure this is less than helpful, but does the user have a Workstation setup?

Yes, to follow up with what Jason mentioned for future readers: This is common when attempting to load workstation settings when the user is not logged into a workstation. Log into the workstation, reopen Epicor with save settings on exit checked, then you’ll be able to access this screen without the error.
