Grayed out "Compete" box in Engineering Workbench (ver 6.0)

Hi. I have a CSR who can bring up items in Engineering workbench, but
the "complete" box is grayed out for her to complete. I am sure this
is a permissions issue, but where in the Menu Permissions do I need to
allow her access?
