Not certain I can help, I thought that the 599 error had to do with the

It's very possible that in most instances, I will be using for example the
part file and that's the file that the user's report is using as well. That
probably happens all the time. The Crystal dlls are not on the server.

If the you are trying to modify the same file that a user is viewing a
report from, then Yes, you will get an error message because of file
sharing. But I can't see how that would ever happen if you were modifying a
different file.
If you are trying to work on the same file that someone might possibly view,
then what you might try is making a copy of the file before you modify it.
Then modify the copied file. When you have finished your modifications, then
you can save the file as the original name (if it's not in use at the time).
On the other hand, if you are getting errors modifying DIFFERENT files, then
perhaps somehow you are sharing the same .dll files as the Vantage server
and there is a conflict there. Is Crystal on the Vantage server by any
chance?
