The time entries on 12/03/2025 were all done by one resource (at different times). There is only one resource scheduled on the operation. The Crew Size is 1.

Was the operator clocked in to any other operation at the time?
The Burden = Labor setting may be what you want to explore and decide if it is costing the way you want:
Description: Indicates if burden hours should equal Labor Hours for work reported within this Resource Group. This feature is only applicable to Data Collection. This is intended to be used where an employee jumps between multiple job operations without clock in/out (for efficiency purposes).
Example: Employee works on 4 operations for 8am - 1200. They clock out of all 4 at 12. Each transaction is given 1hr of labor [4 hours split across 4 operations]. If this is checked then each transaction will also have 1hr of burden. Otherwise they will have 4 hrs for a total of 16 burden hrs.
Using the first operation in your snip as an example… if that operator is clocked in to two jobs/operations for 9 minutes (0.15 hrs)… each job will get 0.15 of BURDEN. But the LABOR will be split across the jobs resulting in 0.075 LABOR Hrs per Job.
Check that operator’s Activity Start/Stop times on that operation, and also his Time Entry record. Were they working on another operation simultaneously?
