I want to change the exchange rate of the invoice, but if I have a customer, I am allowed to change it, but sometimes I can’t because InvcHead.LockRate is locked.

You can change the Exchange rate in Miscellaneous Invoice.
You can not change the AR Invoice exchange rate directly against Invoice created through Shipment. But you have to update the new exchange rate in exchange rate entry before creating the AR Invoice.
If the Exchange Rate is differs from Sale Order created date. You have to create the new exchange rate. Exchange rate effective date Invoice Date should be equal. Menu definition for exchange rate as follows"
Financial Management → Currency Management → General Operations → exchange Rate Entry.

If I remember correctly the Lock field is enabled only when the invoice currency is different from the base currency.

Exactly the Lock field is enabled only when the invoice currency is different from the base currency in AR Miscellaeneous Invoice.
Please note you have to update in thee new exchange rate in Sale Order before creating the Sale Order Line. If you created the Sale Order Line, you cant edit the Exchange Rate in Sale Order.
AR Invoice ( through Customer Shipment) stage level exchange rate correction to be done through Exchange Rate Entry in Currency Management.
