It should work. I am not familiar with 10.2 so may not be able to give you details. Here is what I would try:
Download and unzip to your working directory on a client pc (ex. C:\ProWork). Configure protop.pf for your environment. Double click protop.pf and see what happens.

FYI - I downloaded the source code (bottom option) and unzipped to my working directory, then opened protop.p with procedure editor and ran it with no issues. This was against a 9.1D test database.
