How To Fix Access To Widget System BAQ

One of my users is trying to add a system baq to their widgets on the homepage, but are getting an access error. I’m just trying to understand where I need to give them access so they can add this to their home screen? Is it one of the BAQ accesses in user account security maintenance or somewhere else?

That BAQ has security on it. Does the user have permission for that Security ID? (or is in a group that does)?
