If you don't get the subprocess dialog box then you need two customisations a blank one on the project form and then customize the attachment form and create a customization with the same name as the one you created on the project form. I hope that makes sense.
It's on of those "Customization Gotchas" according to Epicor support.
I had to do a similar thing with changing the defaults on the duplicate project form.
If you do get a subprocess dialog then check the ICE guide as it has the steps dealing with that.
I have tested this on 9.05.606a.
