How to set a rule that prevent users to reopen the closed job?

We would like to set a rule that prevent users reopen the job if it was closed. We use Vantage 8.03.410. We really need your advice and help regarding to this subject. Please advise.

you can put a pre processing BPM in the Job Re Open Call, you can also do a Restriction on the System to disallow that option on the menu
