Michael,
You may be able to handle this via a BPM, where you throw an exception to
the screen if the quote is not in a particular status. You can handle this
either with 4GL programming, or you may even be able to get away with using
a canned query. You'll also want to beware, you can turn a quote into an
order from either the quoting program, or the order entry program. These
make different method calls, so you'll need to have a similar BPM attached
to both methods, so you can stop the user from either direction.
Let me know if that works for you.

Subject: [Vantage] How to stop unapproved quote being processed?
When we process a quotation we were (incorrectly) under the impression that
a quote couldn't be turned into a salesorder until the quoted flag was
ticked.
We now know that the quoted flag only allow you to print the quotation form.
There seems to be nothing in place to stop the processing of a salesorder.
We do not want a quotation to be turned into a salesorder until it has been
approved by a manager.
Does anyone know how we can achieve this?
Thanks MW.
