It turns out my issues was because SonicMQ was already installed.

The sonic install disc has what you need to create the service, the
parameters need to be changed to reflect your environment. In addition

I just went through this install. I had to stop openedge when i was
getting the same error messages.
After the install, you will want to setup SonicMQ to run as a service.
You should be able to google it to find the documentation, but it has to
be done at the command prompt. I seemed crazy to me that it is not a
service by default and there is no option to make it a service. For
testing, you can just start the DomainManager manually.
