The comments for the invoice header show up under the general invoice
information. The line comments show up under the invoice line
information. The standard Crystal form confirms it.
Is it possible you have previously customized the form or changed the
RDD to exclude the comments? What does your report style tell you?

Yes. They are clicking the "duplicate" button which then transfers the
comments onto all of the tabs. I have verified this by going into
Invoice Tracker and looking at an invoice. The line comments tab has the
information but when we print the invoice the comments do not show up.
Is there a setting somewhere that I'm not aware of that would turn this
function on?
